Enterprise Business Systems – Convergence goes live ahead of schedule, modernizing Army ammunition

FORT BELVOIR, Va. – The Army’s Enterprise Business Systems – Convergence (EBS-C) program achieved a major milestone July 9, delivering distribution and supply planning capabilities for Class V conventional ammunition to pilot users at the Army’s Joint Munitions Command (JMC) and Installation Management Command. The EBS-C team delivered the capability more than 2.5 months ahead of schedule. 

Bill Hepworth, program executive officer at U.S. Army Program Executive Office (PEO) Enterprise, characterized the achievement as a “huge win” and a reflection of the PEO’s commitment to speed, efficiency and excellence.

“In just 10 short months since the contract was awarded, the team was able to deliver, proving that Agile software methodology works on enterprise-wide, complex software systems," he said. “This accomplishment is yet another example of our ability to quickly deliver quality software that modernizes how the Army does business and meets Soldiers’ needs.”

Soldier-centered design is a core element of the EBS-C team’s work. According to Col. Melvin Mitchell, project manager for EBS-C at PEO Enterprise, the team is ensuring that users can explore the software’s new functionalities and share feedback to help refine the system for the entire Army. To enhance user experience, the EBS-C solution leverages a generative artificial intelligence-based training aid that reduces training time, improves user adoption and helps users quickly and effectively use the software to its full potential.  

“While this launch is one small step for EBS-C, it’s one giant step for Army ammo management,” said Bob Johnson, EBS-C product owner for JMC. “Working directly with ammo product owners and teams has resulted in a focused solution that advances the Army’s ammo demand methodology and will improve the constant struggle of maintaining the appropriate balance of inventory at Ammunition Supply Points.”  

The EBS-C team’s initial delivery of ammo capability is the first of many incremental software releases as it continues to develop and deploy capability on a rapid cadence. Eventually, the EBS-C solution will be expanded to 200,000 users, providing an integrated logistics and financial solution for all classes of supply. 

Looking ahead, EBS-C is preparing for the August Review Panel session with its Tri-Chair leadership (Assistant Secretary of the Army for Financial Management and Comptroller, Army Materiel Command and Chief Information Office), where a fielding strategy for scaling the distribution and supply planning capability will be presented. The team also will share updates on the go-live pilot for ammunition management at Camp Shelby, Mississippi and Fort Campbell, Kentucky, which is scheduled for the first quarter of fiscal year 2026.  

EBS-C is the Army’s business modernization and transformation effort to simplify, streamline, standardize and unify business operations while improving auditability. The pending end-of-service life for the Army’s current enterprise resource planning systems and the need to support increasingly complex operational requirements provide the opportunity to converge enterprise business systems into a common, modernized platform that will more effectively enable multi-domain operations in large scale combat operations and improve Soldier readiness and lethality.
